Considering outstandingly dangerous and critical character of UXO clearance “Methodological Recommendations for Executive Bodies of the Subjects of the Russian Federation within the North-West Region, Local Government and Organizations, specialized Performing Works of UXO Clearance on Management and Performance of UXO Clearance and Quality Control of them within the North-West Federal Region” approved by Inter-ministerial Commission of Authorized Representative of the President of the Russian Federation in the North-West Federal Region” № 4/1 of July 29, 2010 regulate technical requirements for the equipment, staff, certificates and licenses.

Organizations must have the following:

• “Instruction on Management and Execution of Work of UXO Clearance of Land Territories and Water Areas and Internal Quality Control” must be approved by territorial body of EMERCOM.
• Emergency Rescue Unit Certificate for Execution of Emergency Rescue and other Emergency Works.
• Russian Federal Security Service License on Information Security Clearance.
• Russian Technical Supervisory Authority License for storage and use of industrial explosives.
• Self-Regulatory Organizations License on permission to perform engineering research, which influences capital construction safety.
• Self-Regulatory Organizations License on permission to perform construction works, which influence safety of capital construction objects.
• ISO 9001-2008 Certificate for works connected with detection, and destruction of UXO on the land surface and water areas, underwater diving and technical works, quality control management of land territories and water areas demining and UXO clearance.

All staff members must undergo required training and have relevant certificates and documents:

• Unified Blaster’s Certificate;
• EMERCOM Certificate;
• Diver’s Certificate;
• Russian Technical Supervisory Authority Certified Permission for Management of Explosive Works;
• Russian Technical Supervisory Authority Certified Permission on Unified Regulations of Industrial Safety;
• Russian Technical Supervisory Authority Certified Permission for Explosion Works;
• Russian Technical Supervisory Authority Certified Permission for use and service of high-pressure vessels;
• Russian Technical Supervisory Authority Certified Permission for use of lifting gear;
• Driving License for transport equipped with special light and sound signals;
• Driving License for dangerous cargo transportation;
• Navigator’s License for motor boats etc.
